5. Reports/Discussion Agenda:
a. Item Request – Discuss issues related to the Business License Ordinance of the City of Clemson, including collections, enforcement and staffing. (Continued from October 7th meeting.) – Mr. Rick Cotton, City Administrator and Ms. Beverly Coleman, City Clerk.
b. Staff and Council Reports.
6. Policy/Action Agenda:
a. Consider bids received for City of Clemson group health, dental and vision insurance coverage for 2014. (This item from Work Session.) – Mr. Rick Cotton, City Administrator and Ms. Tracy Taylor, Human Resources Coordinator.
b. Item Request – Consider authorizing a Project Budget amendment for the Earle Street Utility Conversion & Extension Project and directing financial transfers from the General Fund Electric Conversion Reserve Account and the Tax Increment Finance Fund – Mr. Rick Cotton, City Administrator.
c. Item Request – Consider authorizing the Mayor to send a notification letter to Duke Energy of the City’s intent to utilize the City’s Electric OH/UG Reserve Matching Funds and authorize the City Administrator to execute contracts with AT&T and Duke Energy for utility extension and relocation of existing utility lines to underground systems for Earle Street project – Mr. Rick Cotton, City Administrator.
d. Item Request – Schedule a public hearing for a Rezoning Request submitted by Thomas Winkopp, agent, for properties owned by William E. Duke & Monica Zeilinski, located along College Avenue from CP-1, Neighborhood Commercial and RM-3, Multi-household Residential to C, General Commercial District (TMS #'s 4044-16-82-1629, 4044-16-82-0623, 4044-16-82-1558, 4044-20-82-2481) – Ms. Sharon Richardson, Planning & Codes Director.
e. Item Request – Schedule a public hearing for a Proposed Text Amendment to Article IV Division 4 Section 19-436. of the City of Clemson Zoning Ordinance to allow for signs serving a Group Development in the C, CP-1, CP-2, CM, OP, RIL, and PD Districts and an amendment to Article I Section 19-107 to add definitions for Group Development and Business, freestanding – Ms. Jennifer Folz, City Planner
7. Executive Session:
