a. Receive a report from Clemson University Student Body regarding a proposed new campus and community spring festival and request for financial assistance for this new event start-up funding - Mr. Parker Rhoden, Vice-President of Undergraduate Student Government and Mayor J.C. Cook, III.

b. Staff and Council Reports.

6. Policy/Action Agenda:

a. Item Request – Consider First reading of a proposed text amendment to the city zoning ordinance to amend the City of Clemson Zoning Ordinance, Off-Street Parking Regulations, Article IV, Division 4 Section 19-441 TO 19-449 in the Code of Ordinances, City of Clemson, South Carolina – Ms. Sharon Richardson, Planning and Codes Director.

b. Item Request - Consider a Resolution that abandons the City of Clemson's interest and rights to certain sections of the Elm Street right-of-way and authorizes the Mayor to execute legal documents that allow for said sections of Elm Street to revert back to the Norfolk Southern Railroad Company MAP – Mayor J.C. Cook, III and Council Member Crossie Cox.

c. Item Request - Consider authorization of the Cochran Road Wastewater Treatment Plant supplemental aeration project and execution of an engineering design contract with Design South Professionals Inc. - Mr. Benjie McGill, Director of Utilities.

d. Item Request - Consider bids for the Gateway Park lighting conversion to LED energy efficient fixtures – Mr. Andy Blondeau, Assistant City Administrator.

e. Consider a change of meeting times or dates for the November 18, 2013 regular meeting of City Council due to the PCMA Banquet that will conflict with the regular meeting schedule.
